    Is there a limited number of free dining plans offered for the value resorts during the special offer in August/September? I noticed if you try to book a value resort with free dining you cannot but if you don't use the free dining you can book it.

    Yes, they do only allot a certain amount of rooms to be sold at each of the Walt Disney World Resorts with these "special" promotions.  Even though you can book up until June 22nd, it really is based on availability and I have always found that the "Value" resorts sell out first as they are the most "budget" friendly options of all the resorts in WDW.  If you have a little "give" in your budget you could try one of the "Moderate" resorts and you may still be lucky to secure this free dining promotion!  Good luck!
