I'm sorry to hear your Savi's Workshop lightsaber is malfunctioning. We had a similar situation with ours, and I'm happy to report that the Repair Droids at Merchandise Guest Services were able to help. Email them at merchandise.guest.services@disneyparks.com and provide as much detail as you can. They will need the date of your visit to Savi's Workshop and the receipt if you have it. If you don't, they will need either your itemized Guest Folio (if you charged your lightsaber to your MagicBand) or a credit card statement. You'll also need to describe the problem and include a photo and video detailing the issue. Once a Cast Member reviews your information, they will reach out with the next steps to get your lightsaber in working order.
