Welcome to planDisney! As someone who plans out all of her outfits in advance for her trips to Disneyland Resort (including bags and other accessories), I appreciate this question. There's nothing quite like planning to bring or wear something only to find out that it isn't permitted when you reach security.
I reached out to a Cast Member and double-checked the
official property rules to provide you with the best guidance possible. However, the final decision would ultimately be at the discretion of the Cast Member at the security checkpoint. I didn't see anything in the official property rules prohibiting the wearing of a hip or thigh bag. I like to wear my bum bag (or fanny pack) when I go to the parks, as it's easier to carry my essentials. I've been contemplating getting a hip carrier to tote around my Mouseketeers. Make sure that if you choose to wear your hip/thigh bag, you can remove it if asked by a Cast Member for additional screening.
I hope this was helpful, Ronald. Before I let you go, while researching your question, I came across reports of people being asked to remove bags during select attractions. Cast Members may ask you to remove your bag if it interferes with your attraction restraints, so be prepared to do so if asked. Typically, you can tell what those attractions are, but you can always ask a Cast Member at the entrance of the attraction if you need to remove your bag so that you can be prepared.
