I am so sorry that your Father-in-law was hospitalized, and I hope he has fully recovered! They cannot sell their theme park tickets, but they are able to gift them to a lucky friend or family member who could use them as long as they are wholly unused.
Theme park tickets are not technically assigned until you scan them at the gates, and a Cast Member will take their picture at that time which will be used each time the ticket is scanned. As long as they are able to transfer the tickets before the first use, they will be good to use!
You can have the lucky person that will be receiving the tickets open up their
Disneyland app, and navigate to the three bar menu in the bottom right-hand corner and tap "Tickets and Passes". From there, tap "Link Tickets & Passes". They can either scan the barcode from your app or manually type in the ticket number. I would also make sure that they have a corresponding
theme park reservation for each ticket, they will need both a theme park ticket and theme park reservation for entry into the parks.

Entertainment Schedule that has all of the wonderful entertainment, parades, and nighttime spectaculars for the coming weeks, but also the park hours and
Downtown Disney District hours. There is always so much to explore and enjoy at the Disneyland Resort!
