I would like to know if the refillable mugs have restrictions to them. I seen a blog where they have put a chip on the bottom of the cup and they will be timing refills.

The refillable mugs do have certain restrictions, Laurie.  Those restrictions are: refillable mugs are exclusively for use at your home resort and only during the trip in which you purchased them.  That said, guests are welcome to unlimited drink refills as long as you are within the other guidelines.  You will find them available for purchase at each of the Disney resorts.  As of this writing, the cost is $13.99 plus tax, or free with purchase of the Disney Dining Plan.  For thirsty travelers, the refillable mugs offer an economical alternative to buying fountain drinks individually.  Hope that clears things up for you!
