I'm honored that you've come to us for ideas to remember your dear mother. My mom passed away five years ago this year, and many times when I visit Walt Disney World, I have fond memories of things we did there with her.
My mom loved having lunch at the Pinocchio Village Haus, sitting at the window that overlooks her favorite attraction, "it's a small world." Is there a special place at Walt Disney World your mom loved that you could visit in her memory? Whether it's a meal, an attraction, or maybe just a place she liked to sit and enjoy the scenery, you could gather there and tell your younger sister stories about how much she enjoyed it and what it meant to her.
Another idea is to look over the pictures from your last trip with your mom and try to recreate some of them with your sisters. You'll have fun trying to find the exact spot where you stood and getting everyone in place. It can help you make some happy new memories as you celebrate your mom's life.
If there was a particular character or movie your mom enjoyed, maybe you could buy a figurine, stuffed animal or art print for your sister. There are beautiful pieces in the Art of Disney stores at Epcot and Downtown Disney featuring Disney characters and movie scenes.
One more idea: visit The Chapeau in the Magic Kingdom for matching Mickey Ear Hats with your mom's name on them you can all wear during your visit.
