I love dogs, so it warms my heart to hear that you are taking your pets on vacation with you! I do have some bad news, though, John. Waggin' Trails Dog Park is for guests of Disney's Fort Wilderness Resort only. Even if visitors were allowed, parking is typically limited to overnight guests only or those with a dining reservation.
You will find that
Disney's Port Orleans Resort - Riverside is not only dog-friendly, but it's also a wonderful place to stay. There is a beautiful walking path. I'll link a copy of the pet policy along with a map
here. When you check in, you'll be provided with a Welcome Kit from Pluto that contains a few helpful items, including a door hanger that lets housekeeping know there are dogs in the room. If you need housekeeping during your stay, you can schedule it at the front desk or by calling housekeeping services from your in-room phone.
If you plan to leave your dogs for more than seven hours, check out
Best Friends Pet Hotel. They offer daytime boarding with both indoor and outdoor options. I think you'll be impressed with their service. They even offer transportation! You can take a virtual tour on their website.
