As long as your tickets are purchased from Disney and not a third party you will be able to apply the full value of your active 10-day Base
Ticket with Park Hopper Option toward a Florida Resident Annual Pass. You may even use the entire 10 days worth of the ticket as long as you visit a Walt Disney World theme park ticket window or Guest Relations location to upgrade before the theme parks close on the 10th day. Doing it this way means your annual pass begins on the first day you used your 10-day Base Ticket. If you upgrade without any use of the active ticket then the annual pass will begin on the first use.
Mickey will allow you to upgrade your non-resident annual pass mid-year to a Florida Resident Annual Pass as long as the value of the Florida Resident Annual Pass is of equal or greater value. If the non-resident annual pass has a higher value than the Florida Resident Annual Pass you will not receive any refund as tickets are non-refundable and non-transferable. If the resident pass costs more, then you will be responsible for the difference.
Disney Dad Tip: When you become a Passholder always carry your annual pass card with you. Merchandise and dining locations will ask to see it to apply the discount.
