You're correct on both accounts. When we visited with our 2-year old son, all the table service settings that we ate at came equipped with those wooden high chairs with the separator in the middle. As you're being directed to your seat, most of the servers will notice immediately you have an infant and ask if you need a high chair. I haven't been to one where it's already set out in advance, but they're generally good at promptly retrieving one for you.
