As a military spouse myself and on behalf of all of us here at planDisney, please let us thank you and your husband for your service! I have double-checked with Guest Services and those eligible for the
SoCal Ticket Offer must be able to present a government-issued ID with an eligible zip code. Unfortunately, this means your husband would need to purchase another ticket type if he doesn't have an ID with his current address. I know that's not the answer you were hoping for and I understand your frustration as this also disqualifies my husband and myself from this offer since we do not have California IDs even though we have been stationed here for many years.
I do have an alternative idea for you though! Did you know that Disney offers a
Disneyland Military Promotional Ticket? These tickets are offered as 3-day or 4-day Park Hoppers and the price point is very similar to the SoCal Resident Ticket Offer. Your husband would be able to purchase these at your military base ticket office or through the GovX website. There are some block-out dates and the terms and conditions vary slightly from a standard ticket, so be sure to read the important details listed on the offer page. If you purchase your ticket on base, you will need to link it to your Disney account and make theme park ticket reservations for the days you wish to visit.
