Hi Stacy!
Welcome to the Disney Parks Moms Panel! I'm an Air Force wife too, so please thank your Grandma-in-law for her service to our country as a Military spouse during those trying times of Military life way back when. Walt Disney World Resort does offer very generous
U.S. Military Ticket and
Resort Hotel Room rates. Typically those who qualify are Active Duty, Reservists or those who are fully or 100 percent medically Retired. The basic litmus test of who can or can't purchase these tickets is 'Can the Service Member or their spouse get onto a military base with their current Military ID card?' There are always one-off cases, so it's definitely best to call
Shades of Green to see if she can purchase tickets as I'm only aware of tickets available for those who retired after serving a full 20-year commitment. Their phone number is 1-888-593-2242.
Additionally, Disney's U.S. Military Tickets do need to be validated upon their first use/entrance at one of Disney's theme parks, which requires that either the qualifying Service Member or their ID holding Spouse be present. Shades of Green does have the authority to sell already validated tickets, but Grandma would still have to make the trip to Orlando with you for any family members to be able to use the tickets. The Military ID holder would also need to be present to take advantage of any Disney Resort Hotel Military room rates.

I hope this helped, Stacy!
