The
Backstage Magic Tour is one of my favorites and you and your husband are going to love it!
There was the cutest couple in ECVs on one of the Backstage Magic Tours I took so I know that it is handicapped accessible. I called the Disney World Tours Department for you and spoke with a Cast Member to see if you would be able to rent a wheelchair prior to beginning your tour at Epcot. She told me that Guests must provide their own wheelchairs or ECVs as they are not provided as part of the tour. Guests are not allowed to rent them at Epcot to take with them on the Backstage Magic Tour as wheelchairs rented in the theme parks must remain in the park in which they were rented. Although the Backstage Magic Tour visits each park, it doesn't always enter or exit the park near a wheelchair rental location. Even if it did, wheelchairs in the theme parks are available on a first come basis so it would not be guaranteed that there would be one available for you at each park. There are also locations on the tour where there would not be a wheelchair rental location at all.
There are several private companies in Orlando that provide
wheelchair rentals for Guests at Disney. These companies will deliver the wheelchairs to your resort so that they are there when you arrive and pick them up at the end of your trip. The link above provides the names of some private companies but you are welcome to rent from other companies in the area as well.
