I am so grateful for the service that your family provides to our country. While your husband may be the one wearing the uniform, he couldn't do his job without the love and support of his family. Thank you very much!
Unfortunately, I don't know of any official programs that Disney offers for military reunions. However, I've got a few ideas:
#1 - How about scheduling a
Mini Portrait Session so a photographer can capture the moment when your husband makes his surprise appearance? That way, you'll get a gallery-quality photo of the magical reunion.
#2 - How about having your husband check in early at your favorite restaurant so that he's already there waiting for you and the children at the table? The cast members at the various restaurants around Walt Disney World are very accommodating and will surely help pull that off.
#3 - How about having your husband make a cameo appearance in an attraction, show, or parade? Have your husband visit the Guest Relations center at any of the theme parks and ask if they can help him to make a surprise reveal.

Another place to try would be the resort hotel that you're planning to stay at. I recently heard that cast members at Disney's Art of Animation Resort helped a military father surprise his family with a flash mob performance in the lobby of the resort. Way cool!
