Disney dining reservations become available 60 days in advance, so for April, that starts today. If you do not have Disney Resort hotel reservations, which gives you bonus dining booking days, you'll have to check for availability day by day. If you don't find anything initially, keep checking! Guests are often changing plans around and cancelling their dining reservations, so availability tends to pop up all the time.
You do not need to have
park tickets in order to make dining reservations. The two are not connected, so it's perfectly ok to purchase tickets after you make your dining reservations. I do want you to know that since Cinderella's Royal Table is inside of
Magic Kingdom Park,
park reservations are currently still required. Once you do purchase your tickets, you'll need to go ahead and make a park reservation for Magic Kingdom for the day you'll be dining.

annual passes, so if you know you'll be visiting a few or more times a year, this might be a good option for you and is definitely something you should compare with multi-day tickets. Proof of Florida residency applies.
