Absolutely, the four Walt Disney World theme parks - Magic Kingdom, Epcot, Disney's Hollywood Studios, and Disney Animal Kingdom Park - will be open at this time of year. Typically, one water park will be closed at a time during the winter months. You will find either
Disney's Typhoon Lagoon or
Disney's Blizzard Beach to be open. It is still too early in the year to have hours for December posted, so keep checking back to those websites to check for when December hours are released. Please note that on extremely cold days, the water park scheduled to be open may close for extreme temperatures.
December is a cool month at Walt Disney World, but it is by no means cold. You can expect high temperatures in the low 70's Fahrenheit. So yes, a water park visit may be chilly, but the water there is heated so you will be warm in the water! For walking around theme parks, you may find that you want a jacket or long pants, especially at night when it is chillier.
