I'm sorry you are having such a hard time getting through to a Cast Member about your upcoming Walt Disney World vacation. I do know that the call centers are experiencing high call volumes which are leading to longer wait times. I have not heard of anyone going straight to the busy signal. Depending on what you'd like to discuss with a Cast Member, there are a few different phone numbers to call.
Here are some of the main
support line numbers:

Calling one of these specific phone numbers might help you reach a Cast Member sooner than calling the general helpline. If you have the
MyDisneyExperience app downloaded to your smartphone, you can also use the chat feature to get in contact with a Cast Member to help. To use the chat feature, open up the app and sign in if prompted. Then, select the menu bar which is the three horizontal blue bars on the bottom right-hand corner of your screen. This will open up a navigation menu and you can scroll down until you see the option, "Chat With Us". You can click on that and the chat window will open up. You can type in the issue that you are wanting to discuss. Sometimes, there is a wait. If that is the case, you can click out of the app and when a Cast Member is available to chat with you, you will receive a push notification. I've had great luck chatting with Cast Members first thing in the morning. The chat feature opens up around 6:00 a.m. each morning.
