I had heard if you make reservations for sit down meals the whole party must have dining plans or the whole party must not have dining plans. Is that true. If have 12 of us going and only some of us have the dining plan.

Hi Brenda! We have dined many times without a dining plan with others who have dining plans and as long as you state this when you first sit down there shouldn't be issues.  It helps to have those who are not on dining plans to be together but even this isn't necessary. It will be difficult if you are going to have four separate families and they are spread out across the tables or tables.....this will become a challenge even for the best server at Disney.  The bills or orders will be separated according to the plans/no plans and what you can do to help your server will make the experience better for both of you.
