I just spoke with a super helpful Cast Member (who actually confirmed with another Cast Member) that unfortunately, plastic hooks are not permitted in the theme parks. Just as you suspected, Andrew, this is due to the guideline that states, "Costumes may not contain any props or accessories that resemble or could easily be mistaken for an actual weapon."
While I know this was not the answer you were hoping for, Andrew, I hope it was at least helpful in planning your costume.
