If you are staying as a guest of a
Disney Vacation Club member who is using their Vacation Points to book a Walt Disney World resort stay for you, then yes, you need that Disney Vacation Club member to arrange for you to have a
Disney Dining Plan if you choose to have one. The Quick-Service Dining Plan, Disney Dining Plan, and Deluxe Dining Plan are all available for Disney Vacation Club Members to purchase. You are correct in that for Walt Disney World guests who are not using Disney Vacation Club Vacation Points, the dining plans are booked as a part of a Magic Your Way Package; however, Disney Vacation Club members are able to add the dining plan to Disney Vacation Club reservations that are not part of a package.
Because this is dealing with their membership, the Disney Vacation Club member who made your reservation will have to purchase the dining plan for you. They can do so by calling Disney Vacation Club Member Services at 1-800-800-9800. Please note that they will need to use a traditional form of payment such as a credit card as Disney dining plans cannot be purchased using Vacation Points.
