Hello Amber!  Thank you for reaching out to us and welcome to the Moms Panel.  I understand what it is like working with a budget and trying to stay within that budget.   All the "little extras" to tend to make it hard.  The good news is that you will not be charged this 18% for your counter/quick services.  When I look into saving a couple more dollars, my husband and I tend to choose the Quick Service Dining Plan.  We tend to alternate between this plan and the Disney Dining Plan with table service depending where we are at financially.
I really love hearing that this is your first trip and I know that you and your family will really enjoy what Walt Disney World has to offer.  Sometimes with planning, you run into some "headache" moments.  Trust me, my husband and I have had these moments but, once we are at Walt Disney World, it all seems to disappear. You dive right into the magic!   Please come back and visit us here on the panel again as you continue planning for your upcoming vacation.  I know you and your family are going to have the best time of your lives! Have a magical day!
