Hi Alicia! How exciting....I'm a big fan of tea parties... The age guideline does start at 4. You can call (407) WDW-DINE and explain the situation to them. I think you might get lucky and they'll give you the reservation. If they don't I have another suggestion for huge Alice In Wonderland fans.

You can go to the Supercalifragilistic Breakfast at 1900 Park Fare located at Disney's Grand Floridian Resort & Spa. Your princesses can meet Alice, The Mad Hatter and other Wonderland characters. You'll have the opportunity to chat, take pictures with them, and get their autographs.
