Thanks for sending your question to the Disney Parks Moms Panel! Great question! As a Florida Resident, I get this question a lot from my out of state relatives and friends. However it's not easy as it seems. Your friend can technically make the purchase, however you will not be able to active the tickets. You see, when you purchase the adult tickets, each adult will be required to present a valid Florida Drivers License or Florida ID Card or provide
proof of Florida Residency, regardless of who purchases the tickets. Minors do not have to provide proof of residency. I recently purchased a ticket for my husband and although I was able to pay for it, the ticket was not active until we arrived to
Epcot and provided his Florida ID at the ticket window. I wish it could be different, but at this time, the discounted tickets are limited strictly to Florida Residents. Hope this helps!
