    I found a disney international deal with free dining & a 7 day ticket for the price of 14....but it is w/ international pricing; does that mean it's only for international guests? I am from NY. If so, is there an equivalent package for state side guest

    The Special Offer which you mention in your question looks like a current deal available exclusively to UK Guests when booking 2013 holiday packages.

    I would advise you to check the Special Offers section of the US version of the Walt Disney World website to see which promotions are available to yourselves.
