This is our first trip to WDW. Looking for a reasonable priced place to stay-centrally located? We want to be able to go to parks w/o renting a car is this possible? Also, we are going end feb-beg mar 09 is this a good time to go crowd and weather wise?

Starting with your question about weather and crowds in late February and early March, its actually a great time to visit on both counts.   Just be careful if you expand your date ranges - President's weekend in mid February and easter week which sometime hits in March will draw larger crowds.

Given that you specifically indicate you do not wish to rent a car, your best bet is to stay at a Disney resort.  As a guest, you can use Disney's complimentary airport service (Magical Express) as well as transportation to the parks during your stay.    For which hotels to stay at, consider one of the Moderate or Value resorts which offer affordable rates.     While all the resorts are in these classes are very nice, two of my favorite are Port Orleans (Moderate) and All-Star Movies (Value).
