    It's our first time to WDW & we're all clueless!! Party of 12 staying at the Best Western at Downtown Disney, March 27-April 1, 2011. If we want to dine at a Disney hotel restaurant, is that possible, even if we are not "Disney" Hotel guests

    You're not clueless, just excited!!
    In a word, absolutely, you are welcome to dine at any Disney Resort restaurant. Staying at a particular resort is not a requirement to eat there.
    One thing to keep in mind is that depending on the restaurants you are interested in and their popularity, you may want to consider making ADRs (Advance Dining Reservations). These can be made up to 180 days in advance (so you will need to act quickly) and are particularly important for "character" dining experiences.
