    Where can I find the requirements for using a personal golf cart at the campground? For example - are turn signals required? Are we required to have a blinking light on top? Can it be gas-powered?

    What you are looking for is the one-page "Vehicles, Carts and Recreational Devices Rules and Regulations" that guests to Fort Wilderness receive in their Welcome Packet upon check-in. I could not find a link to the official handout at www.disneyworld.com but www.explorethemagic.com has it on its website and you can certainly Google it. 

    Although golf carts must "be equipped with head and tail lights to operate after dusk," according to the Private Cart Rules, they are not required to have turn signals or a blinking light on top. You'll find that most drivers use hand signals. Gas-powered vehicles used to be prohibited however I've noticed that the rules now say that private carts "must be golf-style carts; off-road, ATV, utility or construction-type carts are not permitted." Gas use is no longer mentioned.
