I am so excited that it sounds like you are planning a trip to the Disneyland Resort in 2018! A big high-five on getting started on the planning early. While vacation packages for 2018 were recently released, we don't know when
Military Promotional Tickets for next year will be available for purchase. If the 2018 tickets are similar to those offered this year, I can provide some information on the other questions you asked.
The voucher for a dining print package included in the
PhotoPass Collection Product refers to a printed photo from a character dining experience. For instance, we once dined at
Ariel's Grotto and had our picture taken by a PhotoPass photographer with Ariel before we were sat. If we had the PhotoPass Collection Product, we could have used the voucher to take home our printed photo with Ariel.
While the terms and conditions for Military Promotional Tickets are subject to change, currently these tickets do not have the standard 13-day expiration that applies to regular theme park tickets. So you could use them over the course of the year except during blackout periods. For the 2017 tickets, they must be used before December 19, 2017. I would assume that some blackout dates will apply for 2018, but information is still forthcoming.
