Can you get a Fast Pass for Tower of Terror and turn around and get one for Rockin' Roller Coaster or do you have to wait until after you ride Tower of Terror before getting a Fast Pass for Rockin' Roller Coaster?

The key to determining when you can obtain your next fast pass (in this case for Rockin' Roller Coaster) is what time it says on your pass.   This is often a few minutes after the start time of your first fast pass.  Given that fast passes are "usable" typically at some future time, you will therefore likely have to wait a bit.

The two rides you mention are among my favorites.   Here is how I usually handle my fast passes.   Since these rides often have longer wait times, I will first thing in morning get a fast pass for one (typically Rockin' Roller coaster which I find is a bit longer).   I return later in day at my convenience (they don't expire) and before using my fast pass I will obtain the fast pass for the other ride.   I will ride the Aerosmith ride and I often find that by the time I finish, the Tower of Terror pass is just about read to use.   Its been fairly effective for me in past, hopefully it helps you!
