Ben, I did some checking, and I am sad to report that the
Fantasmic! Dining Package is not eligible for the Disney Visa discount (even when visiting locations that participate in the standard Disney Visa dining discount). I know this wasn't the magical news you were hoping to hear; however, this experience is still a great value! You'll be able to enjoy a great meal and secure VIP seating for an evening full of dazzle and character.
