My family of 6 will be at WDW for the 1st time this July. We will only be at WDW 2 days. Our kids are ages 12, 8, 6, and 3. We are having a hard time deciding on which 2 parks to visit. Hubby doesn't want to do a park hopper. We also need budgeting tips.

Hi Amy!
If I had to choose which parks to do in 2 days, I would literally spend BOTH at Magic Kingdom, especially if you're not planning to use park hopping.
If you are looking for TWO parks to enjoy, I would recommend Magic Kingdom and Disney's Hollywood Studios. Those are the two best parks for kids in my opinion.
As for budgeting, you do not mention for what...meaning, are you looking for a daily souvenir budget, food budget, or total budget?
You don't mention if you have the Dining Plan, etc. So, if you want to be more specific as to what types of budgeting you need help with, I can tailor the answer to meet that need. You can simply click on "ask Chris a question" on the Moms Panel site.
