I remember taking my daughter to Walt Disney World when she was a toddler and preschool age. There is so much for children of this age to do at Walt Disney World, and seeing the magic through their eyes is wonderful!
You are correct, young children can meet characters at Walt Disney World. From Mickey Mouse and Minnie Mouse to the Disney Princesses to characters from Disney Junior, there are many options for character interaction. Some of my favorites happen at Disney's Hollywood Studios. At
Hollywood & Vine, you can enjoy Disney Junior Play 'n Dine for breakfast or lunch, in which your children can sing and dance with characters from Disney Junior such as Doc McStuffins and Sofia the First.
Disney Junior Live on Stage, also at Disney's Hollywood Studios is a fun-filled show that also encourages little ones to sing and dance along with Disney Junior friends.
Your little ones will be able to experience many of the attractions at all four theme parks at Walt Disney World. While some of the more thrilling rides do have height restrictions, there are many attractions and shows that the youngest guests can partake in - certainly more than enough to fill an entire vacation! Some of my favorite rides at Magic Kingdom for little ones are in Fantasyland and include Dumbo the Flying Elephant, it's a small world, and Peter Pan's Flight. At every theme park, you will find attractions appropriate for this age group!
