Valid Theme Park admission is required for any restaurants located within that Theme Park. If you have reservations for a restaurant inside Epcot, you would not be able to enter Epcot without an Epcot Theme Park ticket. Also, if you visited a different Theme Park earlier in the day, you would need the Park Hopper option to be able to enter Epcot later in the day for your reservation.
Restaurants located at the Walt Disney World Resort hotels as well as the Downtown Disney area do not require Theme Park Admission of any sort, and may be a great option for you.
