We are driving to Orlando, and staying at a off-property timeshare. Do you have to be a Disney Resort Guest to ride the monorail from the Contemporary to MK or Epcot? Is there an easier way to get to the parks?

The monorail is available for use by any resort guest, whether they are staying on property or not.  The thing to keep in mind, however, is that if you are visiting the Contemporary for a character meal, for instance, you are only permitted to park there for a limited time.  In other words, you cannot board the monorail for a day of park touring while your vehicle is parked at the Contemporary.  As for the second part of your question, the monorail really is the most convenient transportation method from the Contemporary to the Magic Kingdom or Epcot.  The bus is the quickest way to get to the Animal Kingdom or Hollywood Studios though.  Hope that helps in your planning!
