There are several factors to consider to figure out whether you'll be able to squeeze in
Anna & Elsa's Royal Welcome prior to your
Breakfast Celebration at Ariel's Grotto.
I see that you'll be arriving on July 1, and this happens to be quite a busy time to visit the parks. Will you be staying onsite? If so, you will be able to take advantage of
Extra Magic Hour at Disney California Adventure on Sunday, Monday, Wednesday, or Friday of your stay. I recommend making your breakfast reservation at Ariel's Grotto for those days, and be sure to enter the park early enough so you'll be near the beginning of the line to meet Anna and Elsa at the Animation Academy. That way, after your Meet-and-Greet with your daughter's favorite Arendelle sisters, you can leisurely make your way to Ariel's Grotto.
If you will not have Extra Magic Hour, I highly recommend arriving at least 20-30 minutes prior to general public opening time of Disney California Adventure to ensure you'll be closer towards the front of the line to meet Anna and Elsa. With some proper planning, it's definitely doable for you to meet Anna and Elsa prior to dining with Princess Ariel.
