I recently had the opportunity of staying at Disney's Boardwalk Inn and had a wonderful time strolling the
Boardwalk Entertainment Area at night and taking in the sights along Crescent Lake. In addition to a variety of options for dining, shopping and entertainment, you're correct that there are typically street performers like jugglers, magicians and musicians providing a fun, carnival-like atmosphere.
To answer your question, I placed a call to the front desk of Disney's Boardwalk Inn and was informed that you'll usually encounter these performers Thursday, Friday and Saturday evenings from about 6:30pm-10:30pm year round. The Caricature Artist, Hair Wrappers, Surrey Bike Rentals and Midway Carnival Games are offered daily from about 11am-10pm. Also, there's
no admission charge to visit Disney's Boardwalk Area but some of the venues for the 21 and over crowd
may have a cover
charge.
