You've asked a very great question and unfortunately, there is not a definite answer I can give to you. Halloween time at Disneyland Resort commenced on October 31, 2023. Over at Disney California Adventure Park,
Plaza de la Familia celebrations continue through November 2, 2023. While Halloween time may have come to a close in the parks, you may still be able to see villains in the park. I've seen Cruella on Main Street, U.S.A., and the Evil Queen and Maleficent roaming around Fantasyland. When you get to the parks, it never hurts to find a Cast Member to see if they know if there's a chance to see Maleficent that day.
You can also use the
Disneyland app to see what characters are currently out. Head to the map and select "Characters" from the drop-down menu. Then to the right of the drop-down menu click on "Show List" and it will let you know what characters are currently out and about. Just keep checking!
