If I understand your question correctly, you’re asking about
Rider Switch. This service allows adult Guests to take turns waiting with youngsters or other Guests who are unable to ride a given attraction. Some of the most popular attractions in Walt Disney World’s Theme Parks offers this service, which allows two or more adults to take turns waiting with children who are too small to experience an attraction (or any other Guest that doesn’t wish to do so), without the need to wait in line twice. My husband and I have used it several times with our little one and it’s been a great way to get to see and do attractions that he isn’t tall enough to experience yet… or ones that he doesn’t care to experience at all!
I’ve found that the attractions often have different policies with respect to how to get a Rider Switch pass. Some will give them to you at the entrance to the attraction, others will require you to be almost boarding the attraction before you can get the pass. Please ask the Cast Member at the entrance to the attraction for more details - they’ll be more than happy to assist you.
As for the best Theme Park for a 1 year old, I think that you definitely shouldn’t miss Magic Kingdom Park. I would then visit Disney’s Animal Kingdom Park, followed by Epcot and Finally, if you have time, Disney’s Hollywood Studios. Please check out the
