    are the dining plans only available to those who are staying at a Disney resort ?

    Hi Justine!

     Thanks for sending your question to the Disney Parks Moms Panel! The answer is yes. You can only add a dining plan to your vacation with a resort reservation and the purchase of the park tickets. When you make your reservation, the Cast Member will ask you if you would like to purchase tickets and if would like to add the dining plan.
