Hello Krista and welcome to the Moms Panel. Yes, it is recommended that you make reservation for four people at Walt Disney World restaurants. That way you will make sure you have space to accommodate high chairs for kids, or even the stroller for when asleep. When making reservations, always indicate the total number of guest regardless of age or not using Disney´s dining plans. Remember that you can share your food with the kids, letting them take part of the culinary experiences that Walt Disney World offers to its guest.
