Valerie, you’re right that souvenir cups are not included on the Disney Dining Plan, as they are considered merchandise or souvenirs rather than food items. I find the section on the Walt Disney World website about
dining plans really helpful, as it also lists what’s not included. I checked the menu for Be Our Guest Restaurant, and, because there is an option for a fountain beverage without the Be Our Guest Cup, I would think you’re right that both the Be Our Guest Cup and the Souvenir Castle Goblet are excluded from the Dining Plan. Remember, though, that you can always order the special cups and pay out of pocket for them if they’re a must-have. I adore the Disney glow cubes, and I’ve had my server add the cost of the glow cube to my bill with no problems.
