While the Guest Relations window outside of Magic Kingdom Park used to be a location to set up the Disability Access Service, Guests are now asked to head inside to the Guest Relations location just inside the theme park to set up this service. Unfortunately, access to that location requires the use of a theme park ticket. I checked with
Disability Services for you to see if there is
any location around the Walt Disney World Resort that doesn't require theme park admission to set up the Disability Access Service, but they confirmed that this service can now only be activated at a
Guest Relations location
inside the theme parks. My suggestion to you would be to arrive early in the morning and head directly to Guest Relations once they allow Guests inside the theme park to set up your Disability Access Service and grab a wheelchair tag for your stroller. On my family's visit last month, Cast Members allowed Guests into Magic Kingdom Park about 15 minutes before the theme park opened, my family headed straight to Guest Relations to set up the Disability Access Service for my son, and we were still able to catch the end of the
Let the Magic Begin welcome show before the theme park opened for the day.
