I'm a fan of Queen Elsa and Princess Anna (and let's not forget Sven) so I understand why you're looking for the quickest way to reach the
Frozen Ever After attraction in Epcot. There is no good route from
Disney's Port Orleans Resort - French Quarter to the International Gateway using Walt Disney World Transportation. You would need to take a bus to Magic Kingdom Park or Disney's Animal Kingdom then transfer to a bus to one of the Epcot area resorts OR you would need to take a bus to Disney's Hollywood Studios then transfer to a boat to Epcot. You would need to give yourself plenty of extra time for the transfers.
I suggest you use
Minnie Van Service to get from Disney's Port Orleans Resort - French Quarter to
Disney's BoardWalk Inn. From there you can walk out onto Disney's BoardWalk. You could stop at the
BoardWalk Bakery to pick up a quick breakfast then stroll into Epcot. You will still need to give yourself plenty of time. The Epcot Resort Area can hold a lot of guests and the International Gateway is not very big.
