I completely understand your situation. We frequently visit Walt Disney World with my in-laws who have some mobility issues but do not own their own wheelchair or ECV (scooter).
You will have a couple of options, depending on your exact situation.
The first option is to rent a
wheelchair or
ECV inside the theme parks. These are available on a first-come, first-served basis, but I have personally never had an issue getting one right when the park opens.
Now, Nancy, in-park rentals must stay in the park, and it can be a very long walk to and from the parking lot and to get back to your hotel room at the end of a long day. If you feel that your father would struggle with these distances then I recommend that you rent a scooter from a third-party company. Most of these rental companies deliver to the resort area hotels. ScooterBug is the Disney Featured Provider meaning that they are the only company who can drop off your rental at Bell Services at your Disney Resorts Collection hotel without you being there for pick up.
What I found wonderful about using the ECV over the push wheelchair during our trip was that no one had to push it! We also found that my father-in-law was able to
stay in the ECV in almost every line, leading to a much more relaxed trip. While our scooter battery lasted all day, there was no shortage of charging stations around the parks, just remember to bring your key if you are leaving it!
