Hi Amy,

I wanted to answer because I had the same exact question this week. We almost always have active annual passes and the Tables in Wonderland dining discount program (formerly known as the Disney Dining Experience). My annual pass is up, and I have an upcoming trip. I just confirmed that you do, indeed, need to have a valid annual pass first to renew/purchase the Tables in Wonderland discount card.

For the benefit of other folks reading this response who are not familiar with the program, Tables In Wonderland is a discount plan, available to annual passholders, which provides 20% off the bill (including wine) at many Disney restaurants. This is a great program that we participate in regularly. If you are interested, you can call (407) 566-5858 for more information.
