Eligible reservations can be modified until your final payment has been made. To make sure you book a room type that can be modified I would recommend
calling Disney Cruise Line so that a Cast Member can assist with your booking. They will be able to answer any questions you might have and let you know when you need to have all the names locked in for your particular cruise. You will also want to call when you're ready to change the names. Do make sure that you don't book a "guaranteed" stateroom (where you don't choose your exact room) because those bookings have different restrictions around room changes.
In my experience, changing names can be a very long process. It may be safest to book with the children's current names that match their
travel documents and plan to update their names after the cruise if the adoption finalizes close to your sail date. As someone who had to push through their married name change just in time for a trip, I know how hard it was to have that extra stress!
