I spoke with a Cast Member who said the best way to make dining reservations when coming from outside the country would be to call (714) 781-3463 to make all your reservations over the phone. Or if you have someone traveling with you that does have a U.S. telephone number, you could use that instead.
If you happen to be staying at one of the three
Disneyland Resort Hotels, you are eligible to receive
access to preferred reservations. A limited number of reservations at participating restaurants are set aside specifically for Disneyland Resort Hotel Guests. Just call the same number listed above at least two days in advance of your stay to see if there are any open reservations.
You can also try walking up to table service restaurants while you are in the parks to see if they have any availability. Many locations can accommodate walk-ins from time to time or they might be able to get you a reservation for a different day during your stay. There is also a wide and delicious array of
quick service options at the Disneyland Resort that do not require reservations. I am consistently surprised at the quality and uniqueness of the quick service offerings each time I am at the parks.
