I can't think of a better place to celebrate a birthday than at Disneyland Resort, so I am so excited to hear that is in the plans for you and your family. Disneyland is for everyone and I am happy to hear that your mom is planning on coming as well. If your mom is planning on
renting an ECV/scooter, you will find this just outside the Disneyland gates to the right. These are first come, first serve and not allowed to be rented in advance, so it is recommended you arrive early. Your mom should be able to store her wheelchair there while she is renting the ECV. The only requirements I see are that Guests need to be 18 years of age or older and have a valid form of ID for rentals. If you are staying for multiple days on
Disneyland property, there is a third-party rental company that is a Disneyland featured provider. This would allow a rental in advance and be one less thing to worry about.
As far as attractions go, you will find a list of scenarios and attractions on the
Mobility Disabilities page that lays out which rides she would be able to remain in her ECV while enjoying the attraction and which ones she would be required to transfer to the attraction. There usually are Cast Members available at the queue entrances of most attractions to also help with any questions or concerns you may have.
