I have a July baby too! And I can confirm, both as a Panelist but also as a parent who's been in your shoes, that Mouseketeer's who have not yet blown out the candles on their third birthday cakes (or pies, or pudding cups, or giant cookie cakes) do not need an admission ticket to enter any of the four Walt Disney World Resort theme parks.
Mickey's youngest friends don't even need to make FastPass+ reservations for the attractions they'd like to enjoy with the rest of their group. They'll simply enter the queue with those who do have FastPasses and be welcome to board.
