You are correct that an original state-issued birth certificate and a physical government-issued photo ID are currently acceptable for round trip cruises leaving from Port Canaveral, Fort Lauderdale, Galveston, San Diego, and San Juan. I chatted with Cast Member Caroline who said that United States citizens sailing on a round trip cruise from the United States can get off their ship in Cabo San Lucas without a passport. Yay! I also recommend getting a passport if your Disney Cruise is not sailing soon. Passports make it easy to board the ship, and they are helpful in the event of an unexpected situation where a Guest needs to fly out of a different country.
