We chose not to do the dining plan and was wondering what the rules are in terms of packing a sandwich,snacks and some bottled water to bring with us into the park in a small backpack or over the shoulder cooler? Is this allowed?

Hi Wendy!!!

We always bring an extra drink or two with us. We have also been known to bring sandwiches, chips, etc. with us. As long as the drink isn't in a glass container or alcohol you are good to go!

A small backpack is totally fine to take with you. We always take one as well! As far as the size of the cooler goes, please see this Walt Disney World FAQ link to give exact specifications on what is and isn't allowed.

Planning ahead like this definitely will give you a better vacation experience by having these minor details worked out before you get into the parks!!
